Tech spec paperwork

Hi all,

Complete newbie here after some help.

I've inherited a 1960 vespa from a friend who can no longer use it. He bought it unregistered and pretty much paperwork free some years back, and carried out a full restoration on it.
I'm led to believe that to get it re registered here in Spain, I will require a full set of tech spec documents, certificate of conformity etc for about €200.... (please correct me if I'm wrong). I have looked on piaggio website, and it appears that they have these, bit the site seems to be down?
Does anyone know where I can get these documents.
