1963 vespa runs the starts loosing power after 2 miles

I have a Rebuilt 1963 vespa pc 150 , it’s starts good and ticks over great , i it runs ok for about 2 miles and starts loosing power and eventually stops and twice it’s happended and locked the back wheel,

you are most likely seizing the engine, especially if the wheel locked up, not a good thing.....the oil mix is not right, or the jetting....you need to pull the head and take a look at the cylinder to see if there are any scuff marks on it or the piston. Im sure there are going to be.
